Neal is the principal attorney at Pratt Vreeland Kennelly Martin and White, Ltd. (formerly Carroll, George & Pratt). The practice includes concentrations in commercial and construction litigation, personal injury, bank counsel, business organizations, municipal law, real estate and probate. From 1978-1984 he was a principal in Williams, Williams and Vreeland, P.C., in Poultney. Neal served as an active duty as officer in the U.S. Army Signal Corps after graduating magna cum laude in business and economics from the University of Vermont. He also graduated cum laude from the State University of New York at Buffalo Law School 1976. Neal is a member of the Rutland County, Vermont State, and American Bar Associations, and the Vermont Association for Justice. A resident of Poultney, he serves on the planning commission and as town agent and town moderator. Neal previously taught as an adjunct professor of business law at Green Mountain College.
