<p>Student life at Green Mountain College extends far beyond the classroom walls. The College keeps an active calendar of events: whether it’s kickboxing or yoga classes offered by GMC’s Wellness Center, a live band playing in the Gorge or an art show opening at the Feick Arts Center, there’s always something happening on campus. <br />
<br />
<strong>Clubs & Activities</strong><br />
Get out on the field with the Ultimate Frisbee team, join the fencing club, or help coordinate campus entertainment through the College Programming Board. With over 30 active clubs, the possibilities are endless. GreenMAP (the adventure programming office) sponsors a range of outdoor trips, from rock climbing and skiing to kayaking and camping.<br />
<br />
<strong>Residential Life</strong><br />
At GMC about 90 percent of students live on campus, forming a close community that reflects GMC’s emphasis on sustainable living. Specialty floors and a network of RAs and community directors foster a supportive environment. <br />

<strong>Mission </strong><br />
It is the mission of the Green Mountain College Adventure Recreation Floor (Rec floor) to uphold the standards set by Green Mountain College and the goals laid out in the student handbook. We the Rec floor will provide those who live with us a unique opportunity to transfer “backcountry” skills such as expeditionary behavior, conflict resolution and the idea of phatic communities to a “front country” environment. Furthermore we will provide an experience of community living, unique to current dormitory life. <br />
<br />
With traditions such as floor wide open door policies and weekly floor community dinners, residents of the Rec Floor will offer the opportunity to experience life skills that are dampened on other non-specialty floors. In addition, all members of the Rec Floor are expected to participate in several community service projects per semester that assist both the campus and the Village of Poultney, Vermont. We the Rec floor promote the belief of non-discrimination of race, gender, sexual orientation, or religious beliefs. Most importantly, we believe in promoting health and well being by participating and leading challenging and responsible outdoor recreational activities. <br />
<br />
<strong>Meetings</strong> <br />
Section 1: Regular meetings will be held on a weekly basis. Weekly meetings will be held to deal with the following items: <br />

<p>Section 2: Special meetings - Special meeting may be called outside of the normal schedule by the President, or a quorum of floor members. <br />
<br />
<strong>General voting </strong><br />
1) 75% of the floor must be in attendance of the voting meeting. <br />
2) All current floor members must participate in voting. Absentee ballots will be accepted by either president prior to the meeting. <br />
<br />
<strong>Elections</strong> <br />
1) All current floor members regardless of their status the following semester must vote. Absentee ballots may be submitted to either president prior to the meeting. <br />
2) 75% of the floor must be present at the meeting. <br />
3) Officers will be nominated by other floors members. Each nomination must have a second in order to be considered in the vote. The nomination must also be accepted by the nominee. <br />
4) Officers commence their duties at the close of each semester; new officers are to begin their duties immediately following this. <br />
5) Voting will occur at the beginning of each semester, terms will be limited to two years. <br />
<br />
<strong>Voting for new floor members</strong> <br />
1) Applicants must hand in their completed application prior to floor dinner that week <br />
2) All current floor members, regardless of their status the following semester must participate in the voting. If they are unable to attend, an absentee ballot must be submitted to either president. <br />
3) 75% of the floor must be in attendance of the voting meeting. <br />
4) Voting is ruled in favor of the majority. Severe conflicts of interest will be taken into account on a case by case basis. <br />
5) In the event of a tie, the members of the floor will each have a 1 minute opportunity to speak on behalf or against the applicant. There will then be a re-vote. <br />
<br />
<strong>Governing</strong> <br />
<strong>President </strong>-The Adventure Recreation Floor will have two Presidents. The responsibilities of these individuals will be to maintain an atmosphere of order and respect within the floor, while maintaining a professional relationship with the College. Presidents will delegate responsibilities to officers and floor members accordingly. <br />
<br />
<strong>Secretary</strong>- The Secretary of the Adventure Recreation Floor will be responsible for the minutes of meetings. The secretary will also be responsible for maintaining the committees, and the communication among the committees. <br />
Minutes will be stored on a network folder, which will be available for review at any time. <br />
<br />
<strong>Treasurer</strong>- The treasurer of the Adventure Recreation Floor will be responsible for budgets and the exchange of money within the floor treasury. <br />
<br />
<br />
<strong>Election and Terms of Service</strong> <br />
a) Candidates for President must have served one-year as a floor member prior to running and <br />
b) All elected executive officers must serve a full year term (one semester) unless filling a vacated position. <br />
<br />
<strong>Applying to the floor</strong> <br />
1) Applications are available from any floor member, but must be submitted to either President. <br />
2) Applications are due 24 hours prior to the voting meeting in order to be considered for the following semester. <br />
3) Applicants must have attended at least one floor dinner in order to submit an application <br />
4) Applicant voting meetings will take place at floor dinners as applications are received throughout the semester <br />
5) There will be a first reading at the floor dinner after the application is received, a second reading at the following dinner, and a final reading and vote at the 3rd floor dinner. <br />
6) Applicants may not attend the voting meeting. <br />
7) All conversations concerning applicants are to be strictly confidential, and are not to be discussed outside of the voting meeting. <br />

<strong>Mission Statement </strong><br />
The Mission of the Creative Arts Living Floor (CALF) is to embrace the artistic endeavors of all of its members, to allow its residents an environment to work, live, and grow autonomously from outside traffic and its restrictions. Residents should have open minds and the motivation to see their goals through with the support of their neighbors. We are a community within a community and should not alienate ourselves from the rest of campus but rather encourage our fellow classmates towards artistic growth, doing so through campus wide activates held on the floor by current floor members. Members should be able to set the example that as young adults we have the capacity and the understanding to manage our own lives without the interference and direction of the powers that be. As a floor community we have elected to be off the meal plan, and cook for ourselves during the day and a dinner once a week for the whole floor, which rotates through groups each night. The Creative Arts and Living Floor is a wonderful community of students who live together, work together, and play together in a supportive and creative atmosphere. <br />
<br />
<strong>CALF Facts </strong><br />
Once becoming a CALF member, students will no longer be on the meal plan and will be responsible for preparing meals for themselves during the day, and a dinner once a week with a group. <br />
<br />
Members are responsible for cleaning up after their cooking night, as well as cleaning up after using dishes and the kitchen facilities. The CALF hub area is our community area that everyone is responsible for keeping clean and welcoming for all community members to use. <br />
<br />
CALF is a co-ed floor <br />
<br />
The CALF floor members should be willing and able to come to dinners. Dinners are usually held Monday-Thursday, and Sunday night. These dinners allow for our community to come together and catch up with one another. <br />

<strong>Mission </strong><br />
The Sustainable Living Floor’s mission is to promote campus sustainability as individuals and as a community. We do this by eating locally, saving resources, and creating a model for the dorm community. <br />
<br />
The Sustainable Living Floor is a place where seven students live as a co-ed community with students making personal efforts towards sustainability in their everyday lives. The main community centers on eating and sharing meals together. Each member of the floor is assigned one night a week to cook dinner. The goal of the Sustainable Living Floor is to eat local food whenever possible, and to share food with one another. The floor sponsors one campus wide potluck ever year with local, vegetarian and vegan options. The floor also volunteers to take out the compost for the dining hall. <br />
<br />
<strong>Election Process</strong> <br />
Each current member of the floor gets one vote for each open room. Only one vote is allowed per applicant. The applicant must apply to be eligible. Voting works on a ballot system. <br />
<br />
<strong>Electing the President of the Floor </strong><br />
The president will be elected democratically at the beginning of the semester. Elections take place when the old president is no longer a member of the floor. <br />
<br />
<strong>Room Selection </strong><br />
The rooms are chosen by the accepted applicants and approved by the president. If there is any conflict, the president holds a meeting to discuss the problem. If this does not resolve the issue, the current members of the floor vote. The president has the ultimate authority over room selection and room change. <br />

<p><strong>Floor Governing</strong><br />
The ARC Floor is governed by two elected co-presidents each year. Presidents are responsible for floor meetings, delegating and planning community programs, and other floor related issues. Candidates for President must have lived on the floor for at least one semester prior to being elected and be of sophomore standing or greater.<br />
<br />
<strong>Requirements for Residents </strong><br />
</p>
<ul>
<li>Residents of the ARC Floor must maintain a grade point average (GPA) of at least 3.0 <br />
<em>As floor presidents have no access to resident's grades, GPA is on an honor system. Failure to maintain GPA may result in removal from the floor by Residence Life after probation period of one semester.</em> </li>
<li>Residents are not required to be members of Green Mountain College’s Honors Program. </li>
<li>Residents of the ARC Floor must maintain an atmosphere of respect for their fellow neighbors and students as is stated in the floor mission and goals. </li>
<li>Residents of the ARC Floor are responsible for abiding by the rules set forth in the Student Handbook. </li>
<li>Residents of the ARC Floor must be responsible enough to govern themselves independently of Green Mountain College’s Resident Life program. </li>
<li>Residents of the floor must complete 8 hours of community service individually or a community project as a whole floor per semester, as required by Residence Life.</li>
<li>Failure to comply with the above regulations may result in removal from the floor. </li>
</ul>
<p><strong>Application Process </strong><br />
</p>
<ul>
<li>Potential members must apply to the ARC Floor via the Application Form (either online or in hardcopy). </li>
<li>Applicants must have a cumulative GPA of at least 3.0. If their GPA is currently not a 3.0 then they must explain what they will do to improve their academic standing such as attending tutoring sessions or improving their time management.</li>
<li>Floor Presidents are responsible for handling the applications and facilitating the voting process, as well as communicating the results to the applicant, floor members, and Residence Life Department. </li>
<li>Applicants must receive a majority vote from current floor members to be accepted. </li>
<li>Applicants will be notified of the decision via email. </li>
<li>Applicants not receiving a majority vote are encouraged to re-apply. </li>
<li>Applicants may be wait-listed in the event of over-occupancy. </li>
</ul>

Noah Hurley, the College’s new director of residential life, brings a strong background in college administration and student services. Before arriving in Poultney he served as assistant director of residence life at Western Oregon University and as residence hall director at Post University. He holds a BS in English from Western Oregon University and a master’s degree in education in college student services administration from Oregon State University. <br />

She is a two-year veteran hall director at Post University where she started Post Pride, a gay-straight alliance to help better serve LGBT students, and worked as an admission counselor. <br />

This club seeks to improve understanding of global politics through experiential learning. <strong>Rowing Crew</strong><br />
The purpose of Crew is to involve committed students in the activity of rowing, specifically sculling, on the waters of Lake St. Catherine, or other bodies of water, as well as indoor rowing on ergs. We have two double sculls and one single, and two ergs (with slides) in the fitness center for open use. Students learn how to row, as well as how to maintain a healthy lifestyle by physical exercise and the utilization of techniques that challenge one’s balance. The objective of crew above all is to have fun! We plan to expand the club and compete with other teams in future regattas, in an effort to interact and learn from other crews. No previous experience necessary!<br />

<p> We are the Welsh Green Dragons! Our home rests between the Green Mountains in the small town of Poultney Vermont in an even smaller liberal arts campus. The team began in 2008 as a handful of Potter fanatics and adrenaline junkies. Having once used hula hoops strung across trees as goals, we usually ended up playing between the Frisbee team and barefoot musicians. Our old jerseys consisted of hand dyed t-shirts spray painted with a student made stencil of our emblem the Welsh Green Dragon. Suffice to say, this team comes from humble beginnings.<br />

At the first NYC World Cup (and our first with a brand new set of players), we found ourselves facing Quidditch giants. There was sweat, tears, and a little bit of blood. We ended that November weekend beaten but not down.<br />
<br />
And now we have returned.<br />
<br />
Our spirit is stronger than ever. As a team we’ve discovered the strength behind a group of rag-tag nerds who prefer bare feet and flannel over Ivy and pomp. Now we practice in rain and sleet, we can take and give harder hits, play faster, and our team runs like a well-oiled Firebolt. The support of our family, friends, and fans has given us the confidence and will to turn this tiny team into a whole new kind of animal. We took this spirit with us to World Cup V where our team placed 6th overall in division II. I has brought us to this new year where new players continue to make the game fun and exciting and where we hosted Fire in the Mountains to showcase not only what the school offers but to show that Quidditch still shines strong and that the spirit is still present. <br />

We are artists, radicals, musicians, intellectuals, environmentalists, and overall liberators of the norm and we are here to let everyone know just how mighty a bunch of hippies can be. Do not be fooled by our outward appearance. Beneath the shaggy hair, Birkenstocks, and peaceful visage beat the hearts of a dragon with a powerful drive to shake things up.<br />

<p> Let’s face it; all who attend Green Mountain College have played Frisbee. While many do it as a casual pastime, some want to take it to the next level. Don’t get fooled by the name Ultimate Frisbee. The Flyin’ Squirrels Ultimate Frisbee Team is the ultimate club to join, is a family that has a lot of spunk, and knows how to have fun on and off the field. Yes we care to win, but no, we will not put that in front of everyone having a good laugh and walking off the field with a smile on their face. <br />
<br />
Open to all skill levels, the Frisbee team is a place to hone all of your gnarly Frisbee throws and keep in shape. If you don’t know what it means to stay chili, cut deep, come hard, be sky’d, or what hammers, scoobers, thumbers, push passes, high releases, high release flicks, flicks, hucks, ham sandwiches, chicken wings, skips, no looks, gravity bounces, and back hands have to do with the sport of Frisbee you better come on out!<br />
<br />
We host one home tournament every semester, our lunch is usually locally provided, we run the speakers for music off of the solar energy from the green house, have compost and recycling and have other initiatives to green our tournament.
<br /><br />
Every Spring Break we enjoy the Georgia sun during a week-long tournament. And on top of it all we travel all over the east coast to tournaments in: Vermont, Maine, New Jersey, New Hampshire, North Carolina, Vermont, New York, Massachusetts, and Montreal. We play four days a week, all year around, indoors and outdoors. But be careful once you start playing its rather hard to stop, Frisbee can be addicting. <br />

<p>Traditions are an important part of life at GMC. They deepen the College's mission, showcase the community's heritage, honor social and academic achievements, and provide for a lot of fun. Listed below are just some of the traditional events that unite students, staff, and faculty:<br />

<strong>Annual Choir & Cantorion Concerts</strong><br />
While the College Choir and Cantorion perform many times throughout the academic year, two concerts deserve special attention. The holiday concert, typically held in December, is a festive occasion that includes seasonal music. The commencement concert, typically held in May, highlights music from the choir's spring tour as well as pieces by graduating seniors.<br />
<br />
<strong>College Anthem: "This Green Place!"</strong><br />
"This Green Place" is based on the Welsh hymn, Calon Lân. At official College functions, the choir traditionally performs the piece, first in Welsh, then in English. The English words were written by poet and writer, Ed Moran, in 1996. Moran is the editor of <em>Rhythm Magazine</em> and a member of the Green Mountain College Board of Visitors.<br />
<br />
<strong>Convocation/President's Dinner</strong> <br />
At the end of orientation in the fall, the community celebrates the beginning of the academic year with academic convocation. New students are officially welcomed into the Green Mountain College community and seniors are recognized as they begin their final year at the College. This event is followed by the President's Dinner.<br />
<br />
<strong>Earth Week</strong><br />
Green Mountain College sponsors a week-long celebration of Earth Day. This celebration provides the campus community with a fun and informative array of events and highlights the College's commitment to its environmental mission. Some typical Earth Day events are service learning projects, keynote speakers, classroom poster sessions, farm forums, and environmental recruiters.<br />
<br />
<strong>Faculty/Staff Competitions</strong><br />
Each year, the Student Athlete Advisory Committee (SAAC) sponsors friendly competitions among two teams of staff and faculty. In the fall it's a faculty/staff volleyball game and in the spring the teams take to the basketball court. Both games are open to the public and campus community. Interactive activities and prizes at half time are all part of the fun.<br />
<br />
<strong>Family & Friends Weekend</strong><br />
Typically held during the first weekend of October, Family & Friends Weekend is a three-day event that provides information and entertainment to the parents, family, and friends of GMC students. This weekend includes a choir performance, musical concert, vendors, art exhibitions, town-wide events, and more.<br />
<br />
<strong>Honors Tea</strong><br />
Honors Tea is an annual awards ceremony that celebrates students' academic, social, and community service achievements.<br />
<br />
<strong>Midnight Breakfast</strong><br />
At the end of each semester, the Division of Student Life hosts a midnight breakfast & Karaoke night. Students take a break from studying for their finals and come to the dining hall to enjoy breakfast served by faculty and staff. Students can also enjoy the karaoke singing talents of their peers.<br />
<br />
<strong>SAAC Winter Formal</strong><br />
The Student Athlete Advisory Committee (SAAC) sponsors an annual social event each year. Many years this has been a winter formal and more recently it has been a less formal themed dance. There is usually music for dancing, refreshments, casual conversation, and door prizes.<br />
<br />
<strong>Senior Brunch</strong><br />
Graduating seniors, staff, faculty and trustees gather the day before Commencement to celebrate the end of the seniors' college careers. During this event, seniors receive academic honors, reflect on their Green Mountain College experiences and officially join the ranks of alumni.<br />
<br />
<strong>Spring Concert</strong><br />
Each spring semester, the College Programming Board organizes a large on-campus concert. Student ballot decides the performer. Previous spring concert musicians include O.A.R., Dropkick Murphys, Blackalicious, The Presidents of the United State of America, and Keller Williams.<br />
<br />
<strong>Wellness Fair</strong><br />
The annual Wellness Fair, sponsored by the Wellness Center, provides a forum that focuses on physical, mental, and spiritual wellness. The fair features vendors, demonstrations, lectures, and activities by service providers from throughout the region. This fair is open to all College students, staff, and faculty as well as the local schools throughout the region.<br />
<br />
<strong>Welsh Harvest Festival</strong><br />
Green Mountain College annually pays tribute to the distinctive Welsh culture of Poultney and its surrounding communities. The campus community and public are invited to this free event which features Welsh music, Welsh food tastings, harvest games for kids, wagon rides, scarecrow making, and more.<br />

<br />
<strong>History of the GMC<br />
InterCultural Center</strong><br />
The InterCultural Center (ICC) was founded by GMC student Shawn Henry in April 2007, with the mission to celebrate and promote multiculturalism. In addition, the ICC was created to improve cross-cultural experiences of all students by fostering inclusion and respect for differences. Hence, ICC aimed to serve as a base platform for cultural differences, religious diversity, various sexual orientations and any other variations among the GMC community.<br />
<br />
With a big mission in hand ICC created its first Governing Board, comprised of Pragatee Dhakal (President), Olesea Cojohari (Vice President), Alfred Narh (Treasurer) and Elisa Morales (Secretary). In the first year, the Board took on the challenges of organizing impactful programs like presenting a speech at the Poultney High School on cultural differences, organizing the InterCultural Dinner, hosting a presentation on racial matters by one of the most influential speakers, Dr. Allan Johnson, addressing issues of gender differences and racial biases in open forums and so on.<br />
<br />
From a small center of about 35-40 members, ICC has grown bigger and branched off by adding three different committees to its chapter: race, gender and sexual orientation, with more than 80 members at present. The InterCultural Center is proud to be an integral organization of the Green Mountain College community.<br />

<p><strong>Why did you choose GMC?</strong> I chose GMC because of the size and the focuses it had. When I visited for the first time, everyone was so helpful and welcoming. Everyone here is very avid about the environment and finding better, sustainable ways of living.<br />

<strong>Why did you choose ICC? </strong>I took a year off in-between high school and college, and I went to Nepal and Ghana. I got to experience many new ways of living. I believe culture does not only mean coming from a different country, but coming from different upbringings and family backgrounds. GMC is just a really awesome, fun-loving place. The campus was beautiful, the people were super nice, and it seemed like a really great place to call home for four years (and so far I am right). I didn’t know who I really was, nor did I know what I wanted to do and GMC told me that was okay. I have an entire lifetime to figure those things out, and I want have fun and laugh and learn a lot in the process.<br />

<strong>Why did you choose ICC?</strong> <br />
ICC is so welcoming! I had no idea what it was or what it did. To be honest, I thought I was for International Students only--because that’s all I saw, or so I thought. ICC is about bringing together so many diverse cultures, experiences, and people that you can’t help but have fun and learn something new every time you step into the ICC room or help out with a project or program. The people who are apart of ICC work so hard, and are even working harder, to bring GMC students and Poultney (or nearby) residents together and to get the mission of ICC out there! Getting out there is harder than people think, especially since everyone is on their own time schedule, but it’s happening and we have goals to strive toward for next year. This is what makes ICC such a great place: everyone is so determined (when they want to be) to do what needs to be done to make ICC a great place for anyone and everyone, everyone is equal and welcome, everyone is allowed to make mistakes and learn some things, everyone is given an opportunity to do something special for the students on and off campus as well as for the Poultney community.<br />

My name is Asadullah Sohail and I am from Afghanistan. I was lost and had an uncertain future in Afghanistan. But I never give up on my dreams of getting a higher education. A lost boy, who did not know where he will end up, now knows his future. I came to United States through a very competitive scholarship called Youth Exchange and Study program in 2007. I continued my education in States and graduated from Lyndon Institute in 2009. Now I am senior at Green Mountain College and majoring in Sustainable Business and have two minors in Economics and Communications. Now Green Mountain College is my second home and family. I am certain you will have the same experience. <br />
<br />
At the end of last semester I was elected as Student Body President. On behalf of the Student Government Association and the student body I would like to welcome all you lovely people who are interested to study at this unique, welcoming, friendly and academically rigorous institution. I have had the four best years of my life at Green Mountain College. I grew up at GMC. In here, I learned how to help and love others. I developed many leadership skills. GMC taught me how to fight and overcome the challenges of the 21st century. <p>From nationally-known speakers to art exhibits and band performances, campus is always busy with arts and culture events. The College’s performing arts department and other extracurricular programs offer many opportunities for students to get involved.<br />

<strong>Performing Arts at GMC</strong><br />
All performing arts opportunities are open to any student enrolled at GMC. Programs include the College Choir, College and Community Concert Band, jazz band and private lessons in either instrumental or vocal studies. <br />
<br />
The <a href="http://www.greenmtn.edu/theater.aspx" target="_blank">theater program</a> invites students to audition for two mainstage productions annually, in addition to frequent student-directed or produced shows. <br />
<strong><br />
Feick Arts Center</strong><br />
The <a href="http://www.greenmtn.edu/feick/index.asp" target="_blank">Feick Arts Center</a> serves as the main art gallery on campus. The space, originally a carriage shed barn, hosts eight to 10 exhibits annually. The gallery has featured exhibits of painting, sculpture, environmental found art, photography, and mixed media, as well as international exhibits from Wales and Korea.<br />
<br />
The Surdam Art Gallery hosts student shows throughout the academic year.<br />
<strong><br />
College Programming Board </strong><br />
This student-led group coordinates social and cultural programs at GMC. Membership is open to any students who would like to help review and select performers and events. Traditional events include the spring concert, weekend movies, hypnotists, musicians and comedians.<br />

<p>The Campus Security Office (CSO) has staff on-duty 24 hours a day. The office includes the director of campus security and five full-time officers. Selected students are hired as dispatchers during the academic year.<br />
<br />
<strong>Services</strong><br />
Campus security officers have full authority granted by Green Mountain College to enforce all rules and regulations outlined in the Student Handbook, which includes state and federal laws covering alcohol and drug use.<br />
CSO also provides the following services:<br />

<p>An escort to any member of the college community on the college campus by calling 8911.</p>
</li>
<li>
<p>Lock-out service for students locked out of their rooms and to faculty and staff members locked out of their office.</p>
</li>
<li>
<p>Vehicle lock-out and jump start service. </p>
</li>
<li>
<p>An engraver for students to engrave identification on their bikes or other possessions.</p>
</li>
<li>
<p>CSO reports non-working exterior lights, broken windows, and potential hazards observed during their regular campus patrols. In the event of a serious problem, maintenance personnel are called in.</p>
</li>
<li>
<p>CSO provides timely warnings of any incident that poses a threat to the safety and security of members of the college community. Warnings are reported through e-mail, the GMC Journal, notices posted in common areas, or on the website under crime alert.</p>
</li>
</ul>
<p> All academic buildings, administrative, and athletic facilities are locked in the evenings according to their scheduled use. As a private institution, Green Mountain College reserves the right to limit access to any facility at any time. Individuals not associated with the college by employment, as a student, authorized vendor, or as a guest of an employee or student, may be deemed trespassers.<br />
<strong><br />
Reporting Criminal Activity</strong><br />
Most violations of policy are adjudicated through the residence life staff or college judicial board. For more serious crimes, local law enforcement officials are called upon to make arrests. The campus security office has an excellent working relationship with the Vermont State Police and Poultney Town Constable.<br />
<br />
All members of the college community are encouraged to report criminal activity. Once a report has been received, the officer-on-duty will investigate to determine what action should be taken. Reports filed with the campus security office are considered confidential and will only be given to an outside agency to assist in a criminal investigation. Copies of theft reports or damage to personal property will be provided to the individual filing the report for insurance purposes. Reports may also be made to appropriate campus life staff including residence assistants, complex coordinators, counseling center staff or dean staff members.<br />

<p> Green Mountain College recognizes that one measure of an organization's strength is its ability to respond well in an emergency. Since every scenario cannot be predicted, the following emergency response plan is designed to be flexible enough to be adaptable to events as they unfold.<br />
<br />
The following plan designates areas of responsibility and defines for Green Mountain College the framework necessary to respond to emergency situations. It is divided into two sections - administrative framework and response framework. Individual departments may also be asked by the College to develop response plans for unique situations under their purview. </p>1responseStudentLife<h2>Administrative Framework</h2>
<p> <strong>Levels of Emergency Response</strong><br />
Different types of incidents will be categorized according to the following continuum. The categorization will in general terms guide the type of institutional or other response, as described below.<br />
<br />
<strong>LEVEL 1 -</strong> A minor department or building incident that can be resolved by the responding service unit. This may result in calling in personnel and notifying the department where the problem occurred. (Example: Facilities Services responds to a broken water pipe in Ackley Hall).<br />
<br />
<strong>LEVEL 2 -</strong> A department or building incident that can be resolved with existing College resources or limited outside help. A Level 2 incident is usually a one-dimensional event that has a limited duration and little impact on the campus community beyond those using the space/building in which it occurred. (Example: Minor chemical or fuel oil spills, building loss of heat or electricity for several hours, or a minor fire confined to a room and not involving hazardous chemicals).<br />
<br />
<strong>LEVEL 3 -</strong> Situations that are primarily people-focused, rather than infrastructure- focused. In particular, many student issues can become quite complex because of varied College and student support responses that must be coordinated. Level 3 situations may emerge as a single incident, but have the potential to quickly evolve into a multi-faceted campus crisis. (Example: serial sexual assaults, successful suicide, death on campus, multiple injuries, large scale dissent/disruption, including riots, hate crimes or bomb threats).<br />
<br />
<strong>LEVEL 4 -</strong> A major emergency that impacts a sizable portion of the campus and/or outside community. Level 4 emergencies may be single or multi-hazard situations, and often require considerable and timely coordination both within and outside the College. Level 4 emergencies also include imminent events on campus or in the general community that may develop into a major College crisis or a full disaster. (Examples: heating plant failure, extended power outage, severe storms, major fire, contagious disease outbreak, or domestic water contamination).<br />
<br />
<strong>LEVEL 5 -</strong> A catastrophic emergency event involving the entire campus and surrounding community. Immediate resolution of the disaster, which is usually multi-hazard, is beyond the emergency response capabilities of campus and local resources. (Example: earthquake, major hurricane, or act of terrorism that would require State and Federal assistance).<br />

</p>1framework<h2>Phases of an Emergency</h2>
<p> All major incidents have four distinct phases that require special management skills. Green Mountain College Campus Security, and Green Mountain College departments (when appropriate) will to the extent feasible and appropriate use terms and a concept of operations as outlined in the National Incident Management System (NIMS), as referenced in Presidential Homeland Security Directive 5.<br />
<br />
<strong>Crisis Phase</strong><br />
The crisis phase is often characterized by confusion, panic, “rush” to the scene, and “gridlock.” The goal of the first-responding College official in the crisis phase is to:</p>
<ul>
<li>
<p>Limit the growth of the incident;</p>
</li>
<li>
<p>Promote the safety of the community and first responders; and</p>
</li>
<li>
<p>Stabilize the scene.</p>
</li>
</ul>
<p> The first-responding College official at an emergency will assume the role of Incident Commander at the scene, until relieved by a supervisor or appropriate first response personnel. Priority tasks include:</p>
<ul>
<li>
<p>Establish communications and control;</p>
</li>
<li>
<p>Identify any “danger zone”;</p>
</li>
<li>
<p>Establish an inner perimeter to secure the “danger zone”;</p>
</li>
<li>
<p>Establish an outer perimeter to control access to the entire scene;</p>
</li>
<li>
<p>Establish a command post;</p>
</li>
<li>
<p>Establish a staging area;</p>
</li>
<li>
<p>Make (in explicit or implicit terms) an initial categorization of the Level of the incident, using the categories described above; and</p>
</li>
<li>
<p>Request needed resources, depending on the perceived Level of the incident.</p>
</li>
</ul>
<p> <strong>Scene Management Phase</strong><br />
Emergencies present particular challenges for the College, since there is often a need for multi-agency coordination, not just among GMC departments, but with local, state, and/or federal resources, as well. If it is determined that an incident may continue for a longer duration, then the College would transition to a scene management phase. The primary goal of scene management is to gain control. If warranted during this phase, the Emergency Operations Group may establish an Emergency Operations Center (EOC) to further manage the event (see below).<br />
<br />
<strong>Executive Management Phase</strong><br />
A transition to the executive management phase occurs when the size, scope and seriousness of the event is such that it cannot be managed effectively by the scene command personnel, and/or it is deemed appropriate to implement executive management under the circumstances. Level 4 and 5 emergencies are most likely to require this phase. This phase will necessitate the establishment of an Emergency Operations Center and activation of the Emergency Policy Group (see below for definitions).<br />
<br />
<strong>Termination Phase</strong><br />
Once the incident has been resolved and order restored, this phase ensures scene integrity. During this phase, a plan is developed for a smooth transition to normal operations by coordinating with other relevant university, federal, state, county, and local organizations. Personnel involved in the incident may be directed to prepare an after-action report and a review of the incident. Counseling support should be available to any staff involved in the incident.<br />
<br />
</p>1phases<h2>Definitions</h2>
<p> <strong>Executive Authority</strong><br />
During an emergency, the President (or the next most senior available administrator) has ultimate responsibility and authority for declaring a “state of campus emergency,” setting the direction as to how the emergency will be managed, and making key executive decisions. He/she is assisted and advised by the Emergency Policy Group and the Emergency Operations Group. Field operations responsibility will remain under the direction of an on-scene Incident Commander.<br />
<br />
<strong>Emergency Policy Group</strong> The Emergency Policy Group will be comprised primarily of the members of the President’s Cabinet, including:</p>

<p> <strong>Emergency Operations Center (EOC)</strong><br />
In cases of general widespread emergencies (Level 4 or 5), the EOG’s leader will activate an Emergency Operations Center (EOC) that will serve as the workspace for the EOG and as a Multi-Agency Command (MAC) Post for incidents crossing jurisdictional boundaries. Normally, it will be located at a specially-equipped conference room, but under certain conditions (including power outage) it can be established at a designated back-up location, or anywhere necessary telecommunication and data support facilities exist. It may operate from a few hours, to a few days, weeks or months, depending upon the severity of the emergency.<br />
<br />
The Oberkirch conference room on the Second Floor of Pollock will ordinarily be the site of any EOC; the Office of the Vice President of Student Life will ordinarily be the back-up site.<br />
<br />
If the nature of the incident requires an Emergency Operations Center and for the Emergency Operations Group to assemble, then the appropriate Co-Chair of the Emergency Operations Group (dependent on the nature and/or level of the event) will designate the following functions as appropriate and necessary to manage the event and restore order to campus. These functions are defined through NIMS.</p>

<p> Faculty, directors or content experts from impacted units may be asked to join the EOG and/or serve such functions as the situation dictates. In emergency situations that involve the Town of Poultney or surrounding municipalities, representatives from public emergency response agencies (Fire, VT State Police, EMS, Public Works) that serve the campus will be asked to provide Agency Representatives to the GMC Emergency Operations Center.</p>
<br />1definitions<h2>Key Roles</h2>
<p> The College offices and personnel listed below are expected to assume various roles at the request of the EOG in an effort to provide a coordinated response to an emergency. In some circumstances, it may be necessary to ask faculty or staff to assume temporary roles as employees of the College that are outside the scope of their ordinary duties.<br />
<br />
It is understood that if any department does not have specific roles for its personnel to carry out, then those personnel will automatically become part of a “pool” of reserve personnel to assist as assigned by those coordinating the specific emergency (i.e. Athletics, Admissions, Financial Aid). The following table describes examples of duties that various College personnel may be responsible for carrying out in the event of an emergency.<br />

</p>1roles<h2>Response Framework</h2>
<p> <strong>Direction and Coordination of an Emergency</strong><br />
When an emergency condition exists, it should be reported immediately to GMC Campus Security, by dialing 8911.<br />
<br />
The Campus Security Dispatcher will follow a defined sequence of responses for nearly all emergency situations, usually including:<br />
1.) Dispatching security officers and make appropriate fire and/or medical rescue calls.<br />
2.) Notifying the Director of Campus Security, or designee if unavailable, who will determine whether or not to initiate the emergency notification telephone call list (located at Campus Security Dispatch) or selectively notify individuals.<br />
3.) If the emergency notification list is initiated, the appropriate EOG member (or the Director of Campus Security), acting as the Incident Commander, will determine the level of emergency response and the need for activation of the Emergency Operations Group and Emergency Operations Center.<br />
<br />
<strong>Response to Level 1 or 2 Incidents</strong><br />
Level 1 events are reported through normal channels (Facilities Services for building issues, Auxiliary Services for telephone problems, etc) and are handled based upon established departmental practices. A level 2 incident will be handled in a similar way, but may necessitate several departments being involved in order to re-establish normal operations.<br />
<br />
<strong>Response to a Level 3 Situation</strong><br />
When a Level 3 emergency occurs, an appropriate President’s Cabinet member may assemble the Emergency Operations Group, notify a co-chair of the EOG, and activate the Emergency Operations Center. In the absence of an appropriate Cabinet member, the Vice President of Student Life or the Director of Facilities (co-chairs of the EOG) may assemble the EOG and activate the EOC, and in the absence of the individuals listed above, another member of the EOG may assemble the EOG and activate the EOC.<br />
<br />
<strong>Response to a Level 4 or 5 Emergency</strong><br />
When a Level 4 or 5 emergency has been declared or occurs, an appropriate President’s Cabinet member may assemble the Emergency Operations Group, notify a co-chair of the EOG, and activate the Emergency Operations Center. In the absence of an appropriate Cabinet member, the Vice President of Student Life or Director of Facilities (co-chairs of the EOG) may assemble the EOG and activate the EOC, and in the absence of the individuals listed above, another member of the EOG may assemble the EOG and activate the EOC.<br />
<br />
<strong>Direction and Coordination of a Potential Emergency</strong><br />
When conditions permit and an impending emergency situation (example: anticipated major snow or ice storm, large campus gathering, etc.) provides ample time, the appropriate EOG co-chair (or in their absence, EOG member) will assemble the Emergency Operations Group to formulate an incident action plan for recommendation to the President’s Cabinet, or if time is of the essence, to the most senior Executive Officer available on campus.<br />
<br />
<strong>Declaration of an Emergency Condition</strong><br />
The President, Provost, Vice President for Finance and Administration or Vice President of Student Life (depending upon availability) shall declare a state of College Level 4 or 5 emergency when he/she deems it necessary to place into immediate effect emergency procedures and/or to close all or part of the College. The President, Provost, Vice President for Finance and Administration, Vice President of Student Life or their designees shall declare an end to the state of emergency when appropriate.<br />
<br />
<strong>Emergency Communications</strong><br />
Timely and accurate communication with the campus population during a level 3, 4 or 5 emergency is very important. A special Emergency Operations Information Phone Line (recorded message) has been established at 802-287-2400 and can be used to help communicate with those living off-campus (including faculty, staff, students, parents, and the community at large). Depending upon the nature of the emergency, the campus will be alerted through use of the broadcast capabilities of RAVE Mobile Safety to deliver text and e-mail to your cell phone and personal email address, as well as through our outdoor siren and public announcement system. When appropriate, the local media will also be advised. Periodic updates will be provided through the same means. Should both the phone and data network be unavailable, staff will be dispatched from the Emergency Operations Center to alert key leaders in each building, who will be expected to alert others in the building. Emergency communications, both on and off-campus, will be coordinated by the Director of College Communications or his/her designee.<br />
<br />
During a level 5 emergency, or when the nature of the emergency suggests there will be an influx of telephone inquiries concerning the well-being of faculty, staff, and students, a special incoming 800 number exists which will be distributed through the GMC Web site, national media and other appropriate means. Prior to such distribution, the Pollock Conference Room phone (802-287-8237) (used primarily for out-going fund raising calls) will be re-programmed by Auxiliary Services technicians into an incoming call center and placed under the temporary management of the Emergency Operations Group.<br />

<p>The GMC Campus Smoking Policy limits smoking to designated areas on all College owned or leased property. This includes Killington Lodge and High Ridge and the Deane Preserve. Smoking is prohibited near buildings, walking across campus and on the college land along the Poultney River. On the Poultney campus, six locations have been designated “smoking-permitted areas." Temporary shelters are at these locations. <br />
<br />
Much time and consideration was placed in determining the new locations, which were developed through a joint effort between Student Senate, Residence Life, and Campus Security.<br />

"Our primary desire is to protect all who live, work, study or visit the campus from a major health concern: secondhand smoke. The Centers for Disease Control and Prevention report that secondhand smoke contains more than 50 cancer-causing agents and is responsible each year for an estimated 3,000 lung cancer deaths and more than 35,000 coronary heart disease deaths among nonsmokers in the United States. Secondhand smoke may be even more harmful than mainstream smoke because it is formed at lower temperatures, thereby giving off even larger amounts of some cancer-causing substances. <br />
<br />
Our decision not to prohibit smoking entirely is both pragmatic and principled. Denying those who smoke any outlet will likely prove counterproductive and prompt both resentment and violation of the policy. As importantly, mutual respect for our fellow community members leads us to a solution that addresses the concerns of both smokers and nonsmokers. In closing, I ask for your cooperation to this effort – an effort that will benefit all of us."<br />

Immediately after Commencement, Commencement Luncheon, Withey Dining Hall, RSVP required.<br />

<strong>Commencement Luncheon RSVP</strong><br />
<br />
The Commencement Luncheon is free for graduating seniors and up to two guests; additional guests, up to two, will have to pay the lunch rate of $8.75 for adults and $6.00 for children under 12. <br />
